Some pay for traffic. It is a desirable outcome.

Others pay to avoid it.

Toll roads should not have any…isn’t that the reason you use a toll road rather than the highway (isn’t that why they call it the freeway)?

When you head out, on the road to meet up with family, you would happily pay to avoid traffic. Unfortunately, it doesn’t work that way. Just like “in the olden days” when ice was free in the winter…
