It is (both) busy or slow.

• Hot or cold.
• Crowded or empty.
• Quiet or too loud.
• Easy or impossible.
• Too much or too little.
• Early or late.
• Close or far.
• Expensive or too cheap.
• Late or early.

Depending on your perspective, the busy or slow analogy can fit. All of these are true for some one person at any given time. Neither are wrong…but neither are they right. They just are.
